CR - DE SDI Module: Preschool SDI Literacy (Implementation Fidelity) Butler Cohort
Butler Cohort Sept 15 2025

Aligned with the SDI Framework, this professional development supports teachers and providers in diagnosing, designing, and delivering effective specially designed instruction through the use of evidence-based tools and processes, aiming to improve the outcomes of preschool learners in inclusive settings.

The CRAEA Preschool SDI scale up is a professional development initiative aimed to develop and implement tools and processes to aid teachers in delivering effective specially designed instruction to improve the outcomes for learners with disabilities.

The Iowa Specially Designed Instruction (SDI) framework empowers early childhood practitioners to diagnose, design, and deliver high-quality specially designed instruction.

This is a multi-year commitment to the professional learning, coaching supports, and  implementation practices tied to the SDI framework.

Optional Resources:
Building Blocks for Teaching Preschoolers with Special Needs - Sandall & Schwartz
Blended Practices for Teaching Young Children in Inclusive Settings - Grisham-Brown & Hemmeter (2nd Edition)

Learning Objectives

  1. The participant will understand and be able to utilize the Iowa SDI framework.
  2.  The participant will learn how to implement Division of Early of Childhood Recommended Practices.
  3. The participant will develop and implement an action plan that incorporates the DEC Recommended Practices and/or the SDI framework.

Grading Criteria

Objective 1: The participant will understand and be able to utilize the Iowa SDI framework.
Demonstration of Knowledge: The participant can accurately define and explain the core components of the Iowa SDI framework, including its purpose (diagnosing, designing, and delivering specially designed instruction), key features, and critical concepts.
Ability to Apply the Framework: The participant can apply the SDI framework to a specific case study or scenario. This includes:

  • Identifying areas of concern.
  • Pinpointing the unique needs of a learner with a disability.
  • Determining and justifying appropriate specially designed instruction based on the framework''s principles.
  • Explaining how the SDI framework aligns with and supports the learner''s access to the general curriculum.
  • Explaining how the SDI framework aligns with and supports the learner''s access to the general curriculum.

Objective 2: The participant will learn how to implement the Division of Early Childhood (DEC) Recommended Practices.
Understanding of Practices: The participant can identify and describe the DEC Recommended Practices (e.g., in the domains of assessment, environment, family, instruction, interaction, teaming and collaboration, and transition). They can articulate the purpose of these practices and how they are used to improve outcomes for young children with disabilities.
Practical Implementation: The participant can provide specific, evidence-based examples of how they would implement one or more of the DEC Recommended Practices in their professional setting.
Objective 3: The participant will develop and implement an action plan that incorporates the Division of Early Childhood Recommended Practices and/or the SDI framework.
Action Plan Development

  • Integration of Concepts: The plan explicitly and accurately incorporates elements of the DEC Recommended Practices and/or the Iowa SDI framework. For example, a goal might be to "develop and use a data collection tool (Assessment practice) to monitor a student''s progress on their SDI goal."
  • Feasibility: The plan is practical and realistic for the participant''s professional context. It identifies necessary resources, potential challenges, and a timeline for implementation.

Implementation and Reflection:

  • Evidence of Implementation: The participant provides evidence that they have taken steps to implement the action plan (e.g., data collected, meeting notes, updated instructional materials, photos or videos, etc.).

To PASS this training, participants must demonstrate the following:

  •  Understanding of Frameworks: The participant can accurately explain the core components and purpose of both the Iowa SDI framework and the DEC Recommended Practices. This includes defining key terms and concepts related to each.
  •  Ability to Apply Practices: The participant can articulate how they would implement specific elements of the SDI framework and the DEC Recommended Practices in a relevant professional context.
  •  Action Plan Development & Engagement: The participant develops a comprehensive action plan that clearly integrates principles from either the Iowa SDI framework, the DEC Recommended Practices, or both. The plan should include measurable goals, planned steps, and a timeline. The participant must also demonstrate engagement in the implementation of this plan and provide a thoughtful reflection on their efforts, including challenges and successes.

A FAIL will be assigned if the participant:

  • Does not demonstrate a foundational understanding of either the Iowa SDI framework or the DEC Recommended Practices.
  •  Fails to develop a coherent action plan that incorporates the frameworks/practices.
  • Shows no evidence of engaging with or reflecting on the implementation of their action plan.
